NFL Commissioner Paul Tagliabue announced Thursday on the steps of City Hall that the league had reached a preliminary understanding with Mayor Antonio Villaraigosa and other Los Angeles city officials to bring a team to the Los Angeles Memorial Coliseum.
However, the commissioner warned that more negotiations lay ahead, though he hoped a final agreement could be worked out prior to the league’s annual meetings in March.
