Chase Design Group appointed Dale Chinn as design manager. Previously, Chinn was art director for the data warehousing business unit of 101Communications LLC.
Far East National Bank appointed Charles Ong executive vice president and head of corporate banking. Ong most recently served as managing director and U.S. head of the Development Bank of Singapore.
Mullin Consulting Inc. promoted Heidi O'Brien to senior vice president from vice president. Mullin Consulting designs, funds and administers executive benefit plans.
Gov. Arnold Schwarzenegger announced the appointment of Judge Sandy R. Kriegler to Division 5, Judge Frances Rothschild to Division 1 and Judge Thomas L. Willhite to Division 4 of the 2nd District Court of Appeals. Kriegler was formerly supervising judge of the Northwest Judicial District of the court. Rothschild has served as a Los Angeles County Superior Court judge, most recently in the Direct Civil Trial Department. Willhite served as a Los Angeles Superior Court judge, most recently presiding over a civil "fast track" court. Schwarzenegger also named Eleanor J. Hunter, Michael I. Levanas, Scott T. Millington and Dorothy B. Reyes to judgeships in Los Angeles County Superior Court. Hunter previously was deputy district attorney for Los Angeles County, focusing on criminal prosecution. Levanas was commissioner of the Los Angeles Superior Court. Millington was deputy district attorney for Los Angeles County, working in criminal litigation. Reyes owned and operated a law firm handling insurance defense litigation.
Health Net Inc. named Stephen Lynch president of regional health plans and Health Net of California, the company's largest health plan subsidiary. Lynch was most recently chief operating officer of Health Net Inc.'s western region.
Manatt Phelps & Phillips LLC, a national law and consulting firm, named new partners in the Los Angeles office. They are: Beverly R. Frank, Joanna S. McCallum and Andrew Struve, members of the litigation division; and Robert J. Sherman and Mark Weisenthal, members of the business and transaction division. The firm also appointed Benjamin G. Shatz as counsel in its litigation practice in Los Angeles. Shatz was formerly of counsel in the appellate department of Reed Smith LLP.
Steven A. Mindel was appointed to the State Bar of California Family Law Executive Committee. Mindel is a partner at the West Los Angeles firm of Feinberg Mindel Brandt Klein & Kline LLP.
